You would never read on the front page of the Russian website iMGSRC that, in the background, dozens of users share photographs of young people in a state of nudity.
The comment sections below those photo galleries are filled with other users, all anonymous, making disturbing comments.
It is this online page that says that U. S. Army Sergeant Sgt. U. S. Richard Ciccarella posted topless photographs of a young relative online. A closer look at the online page shows a much deeper problem: the site is full of users sharing photographs of young people in various states of dress, related to particular or suggestive sexual statements.
Like 4chan and 8chan, iMGSRC is an “image board,” an anonymous internet forum that allows users to host images and comment on them. As of September 28, it had 1,168,898 registered users. Many of those users upload mundane images, such as photographs of animals and travel. In fact, much of the cover of iMGSRC features photographs of cute animals.
But, as with 4chan and 8chan, much of this content is unmoderated: we discover example after example of users sharing photo albums of young people. Some of these images show young people in their underwear or in various states of undress. In any case, those images were related to sexual comments from the uploaded original and other users.
The iMGSRC FAQ answers the moderation query directly: “We can’t be held to blame for what users post on the site,” he says, “but we take care to keep the host as blank as possible. “It also says in particular: “ABSOLUTELY NO CHILD PORN, no abusive photographs of children, no abusive comments of children!Your account will be permanently banned. “
Apart from the terms of use, a quick glance at the site clearly shows that these regulations are flexible at best. Many images are unlikely to be legally “pornography,” as in the Cicerella decision, since the young people are not fully nude.
iMGSRC has earned a reputation in the criminal network for hosting this type of material. In 2014, a U. S. District Court ruling against the U. S. District Court of Appeals against S. S. The U. S. The online page has also been used in other countries to identify other people who have uploaded illicit photographs of minors.
