The allocation is part of New York Gov. Kathy Hochul’s $25 billion housing plan to create or maintain 100,000 housing complexes across the state.
The Moyer Factory Complex, which is indexed on the National Register of Historic Places, has been rehabilitated.
The factory was originally built in stages between 1882 and 1909 and served production and commercial functions.
Hochul said, “The adaptive repurposing of the Moyer Transportation and Automotive Plant transforms a vital relic from beyond this region into new, modern housing in downtown Syracuse’s North Side that will host development for years to come.
All apartments in the progression are affordable to families earning up to 60% of the area’s median income source (AMI).

The complex includes 50 ensembles that provide facilities through Catholic charities in Onondaga County.
Funds for rental and operating subsidies will receive the New York State Office of Mental Health’s Empire State Supportive Housing Initiative Award.
The renovated buildings also aspire to Enterprise Green Communities certification, adding sustainable elements such as low-flux luminaires, LEDs and Energy Star appliances.
It was jointly developed through Housing Visions and Redev CNY.
Ryan Benz, Partner and Co-Founder of Redev CNY, said, “Our purpose is to remodel Moyer Carriage Lofts to create high-quality, affordable housing, while also breathing new life into this construction and the Northside Syracuse community.
“As we look for a long-term approach that allows everyone to live in affordable housing, the role of our partners, experts and UNHCR in particular cannot be underestimated. ”
The Brownfield Cleanup Program added another $6. 4 million in state tax credits, and the City of Syracuse contributed $500,000 from the HOME budget to the project.
