Helio Health Plans 108-Unit Apartment Complex in Downtown Binghamton

A Syracuse-based company that runs an addiction treatment center in Broome County is preparing to expand a $57 million housing allowance in Binghamton for others with addiction issues.

A Helio Health-affiliated unit acquired the former sheltered workshop at 200 Court Street and some adjacent homes for $2,250,000 last May. The allocation would create a total of 108 apartments.

A plan submitted to the city’s Urban Design and Architecture Commission indicated that the allocation would convert a vacant former production warehouse into housing.

Three connected buildings would be renovated in 81 units. A three-story addition would be built to house another 27 apartments.

The plan contemplates the creation of a net corridor, as well as a gym and a recreation area in a courtyard. The facility would also have living rooms and laundries.

The proponent is requesting a designation as a “historic site” to allow the allocation to be eligible for certain tax credits.

The original three-story construction was built on the site west of Stuyvesant Street beginning in 1947. Additions were then made to the sheltered workshop complex.

Planners said the housing allocation could be completed in two to three years.

Helio Health President Jeremy Klemanski may not be reached Monday to discuss the Binghamton apartment complex.

Helio Health operates a drug treatment center on the campus of the Broome Development Center in the city of Dickinson. The program opened on site in April 2018.
