As an experienced diplomat, the Chinese ambassador to Russia, Zhang Hanhui, served in the past in the Department of European and Central Asian Affairs. at the Ministry of Foreign Affairs of China, at the Chinese embassies in the Kyrgyz Republic and Ukraine, and as China’s ambassador to Kazakhstan. In an exclusive interview with Global Times (GT) journalists Fan Anqi, Zhang Hui and Xing Xiaojing, Zhang Hanhui (Zhang) explained how he feels about the renewal of China’s national strength through his diplomatic work, and what facets of China are of most interest to other countries.

GT: Looking back on the past 10 years, he worked in the Department of European and Central Asian Affairs at the Chinese Ministry of Foreign Affairs and was China’s ambassador to Kazakhstan, and in August 2019, he was appointed China’s ambassador to Russia. What changes have you felt in China’s national strength over the past 10 years as a diplomat?

Zhang: As a diplomat, what inspired me the most was the general promotion of international relations of large countries with Chinese characteristics. China’s external influence and attractiveness have been greatly strengthened, and the foreign network is paying more attention to China’s economic style. it welcomes China’s responses to global governance issues. I also have a deeper understanding of the international relations of heads of state, which has played a vital leadership role in state-to-state relations. Since 2013, Chinese President Xi Jinping and Russian President Vladimir Putin have met 38 times and jointly brought bilateral relations into the maximum productive era in history. It has strengthened a style of strategic mutual acceptance among the major world powers, a style of mutually favorable relations between neighboring countries, and a new style. of external relations.

On several occasions I have participated in the preparatory cadres for the exchange of contacts between Xi and Putin, and in particular, I had the honor as vice chancellor to attend the historic moment of 2019 when the two heads of state jointly announced the bilateral improvement with the China-Russia Comprehensive Strategic Coordination Partnership for a new era.

For the past three years, complex adjustments in the external landscape have fully demonstrated the strategic price of China-Russia relations in the new era, reflecting the vision of the two heads of state.

GT: How do you handle the international relations of giant countries with Chinese characteristics with host countries when you are stationed abroad?Which Chinese reports have been the most appealing in your interactions with the local population?

Zhang: Over the years, I have been at the forefront of Chinese international relations and experienced many ancient milestones. I deeply felt how the international relations of major countries with Chinese characteristics in the new era have been innovated amid wonderful adjustments in the global and how crises have become opportunities.

At present, the external scenario continues to go through complex changes, with profound changes in the constructs of global strength. Regional conflicts intensify and threats to global peace and progress imposed through unilateralism, protectionism, hegemony and the politics of force increase. What regulations do we adhere to in dealing with foreign relations?How do countries adapt their foreign policies?This is a factor of great concern.

A few days ago, I published an editorial in the Russian newspaper Trud, titled “Xi Jinping’s diplomatic thought is the guideline for building a community of shared future for humanity,” presenting the profound connotation of President Xi’s diplomatic idea from several sides.

I have been interviewed through Chinese and foreign media about governance, economic development, anti-corruption, fight against the COVID-19 pandemic, total poverty eradication, environmental protection, science and generation in China.

On bilateral and multilateral occasions, I have actively promoted China’s wonderful achievements in various socio-economic fields, explained the “golden key” of China’s government, deciphered the secrets of the CCP’s success, shared reports and concepts on the international relations of major countries with Chinese characteristics of host countries. In fact, many Russian friends have asked the embassy to provide the “Xi Jinping: China’s Governance” e-book series.

I have learned that these problems are not only of great interest to the foreign side, but also to those from whom they wish to learn. Our task is not only to answer questions, but also to bring Chinese wisdom and provide Chinese answers to achieve mutual progress with other countries of the world.

GT: Do you think the skills that diplomats want to master evolve with the times?Some have pointed out that as China’s opening-up deepens, Chinese diplomats become more “proactive” and act more “aggressively” to protect China’s interests, what is your opinion?

Zhang: The major adjustments taking place in the world, some of which have not been noticed in a century, have become intertwined with a global pandemic and have given rise to new features of diplomatic work. China has come closer than ever to half the global level. and it is playing an increasingly exclusive and vital role externally, and the external environment faced by frontline diplomats is more complicated, so learning and mastering new skills has the fundamental quality for Chinese diplomats in the new era.

What I must emphasize is that being competitive has never been a component of our diplomatic culture, nor has the stealthy character of the Chinese people. Safeguarding China’s sovereignty, security and progressive interests is the starting point and purpose of our diplomatic work. At war is the beautiful culture and the unique feature of the international relations of the new China.

No country will commit to the problems related to its sovereignty and territorial integrity. China does not cause unrest, but it is also not afraid of conflict. Once provoked, we will retaliate firmly and the culprit will be punished.

GT: We detected that during your tenure as China’s ambassador to Russia, you gave interviews to local media and published editorials in local newspapers to make China’s voice heard through various media. What feedback do you get from the local population?

Zhang: The Chinese Embassy in Russia has established close cooperation with major local media over the years. In 2021, I was interviewed through the Russian media where I saw my articles published 33 times, covering various facets, adding the centenary of the founding of the CCP, the Belt and Road Initiative (BRI), prevention and epidemics, poverty eradication, China-Russia bilateral agreement. relations, Hong Kong affairs and opposition to hegemony and the politics of force.

Friends from various sectors, in addition to the Russian government, parliament, think tanks, universities, the media and the general public, have contacted us, expressing their support for the one-China precept and affirming that they would stand firm with China.
