Weissmann cited the Justice Department’s appointment order that appointed Mueller as special counsel, which said Mueller is legal to investigate, among other things, “any link and/or coordination between the Russian government and the Americans related to President Donald Trump’s campaign.”
Russia’s investigation recently caught the eye after the Senate Intelligence Committee published the fifth and final volume of its report on Russian election interference earlier this month.

The report notes that Russia “took advantage” of members of Trump’s transition team and his “inexperience in government, opposition to Obama’s management policies, and Trump’s preference to deepen ties with Russia to seek unofficial channels through which Russia can simply carry out diplomacy.”
